SUICIDE AWARENESS AND PREVENTION COUNCIL OF CURRY COUNTY

GUIDELINES

ARTICLE I. NAME OF ORGANIZATION

The name of the organization is the Suicide Awareness and Prevention Council of Curry County.

ARTICLE II. PURPOSE

Section 1. Specific Purpose

The Suicide Awareness and Prevention Council (SAP) shall develop and recommend to the agencies that serve within the county, and to the public, plans and tools to provide for and influence the awareness and prevention of suicide in Curry County. Duties include but are not limited to the study of preventing suicide, plans for the prevention of suicide, and informing agencies and the general public of resources and plans to bring awareness to suicides in the county. ARTICLE III. COMMITTEES

Section 1. Membership Requirements

Committee Chairs will be appointed by the Curry County Board of Commissioners, one for each stakeholder group: public safety; substance abuse/recovery; veteran services; tribal community; youth educator; youth ambassador; media; mental health/medical; and a lay member. Terms of service: Youth Ambassador 1 year. All others 4 year with initial appointments staggered. The Board of Commissioners shall annually appoint a current Commissioner as a Liaison to the Council.

Application for membership shall be open to any current resident of the Curry County or Del Norte County (California) who supports the purpose statement in Article I.

Section 2. Resignation and Termination

Any Chair may resign by filing a written resignation with the secretary and the Curry County Board of Commissioners.

Any Chair may be removed with or without cause, at any time, by vote of two-thirds (2/3) of the Chairs, if in their judgment the best interest of the Council would be served thereby. Each Chair must receive written notice of the proposed removal at least ten (10) days in advance of the proposed action. An officer who has been removed as a member shall automatically be removed from office.

Section 3. Nonvoting Membership

The Council shall have the authority to establish and define nonvoting categories of membership.

ARTICLE IV. MEETINGS OF CHAIRS

Section 1. Regular Meetings

Regular meetings of the Chairs shall be held monthly on the first Wednesday of the month unless announced at least two weeks earlier to change the meeting. The meeting location shall alternate between county locations as determined by the Council Chair when face-to-face meetings are possible. Otherwise, meetings will be conducted over the Internet

Section 2 Notice of Meetings

Agenda of each meeting shall be sent, via email, to each voting member, not less than twenty-four (24) hours prior to the meeting. As a public meeting, printed notice will also appear on the Curry County Commissioner’s website listed under Committees, Councils & Advisory Boards.

Section 3. Quorum

A quorum for a meeting of the Directors shall consist of at least fifty percent (50%) plus one of its Directors.

Section 4.

All issues to be voted on shall be decided by a simple majority of those present at the meeting in which the vote takes place. A vote by email may be held in emergency situations as determined by the Council Chair.

Section 5. Parliamentary Procedure

Any question concerning parliamentary procedure at meetings shall be determined by the Council Chair by reference to Rosenbegr's Rules of Order.

ARTICLE V. OFFICERS

The officers of this Council shall be the Chair, Vice Chair, and Secretary. All officers must have the status of an active Chair on the Board.

Section 1. Chair

The Council Chair shall have the following duties:

Preside over all meetings of the Council.

Have general superintendence and direction of all other officers of the Council and see that their duties are properly performed.

Section 2. Vice Chair

The Council Vice Chair shall be vested with all the powers and shall perform all the duties of the Chair during the absence of the latter. The Vice Chair duties are:

Chairing their perspective committee and such other duties as may, from time to time, be determined by the Board.

Section 3. Secretary

The Secretary will act as a clerk thereof. The Secretary’s duties shall consist of:

Recording all votes and minutes of all proceedings in a file to be kept for that purpose.

Making the arrangements for all Council meetings.

Sending notices and agendas for all meetings to Chairs at least 24 hours in advance.

Sending Council Agendas to the Board of Commissioner’s office one-week prior to the meeting to be posted on the Commissioner’s web site.

Perform all official correspondence as may be prescribed by the Council Chair.

Section 4. Election of Officers

The election shall be held at the January meeting of the Council. Those officers elected shall serve a term of one (1) year, commencing at the December meeting. The Vice Chair shall serve a term of two (2) years with the second year serving as Chair.

Section 5. Removal of Officer

With the concurrence of 2/3 of the Chairs voting at the meeting, the Council may remove any officer and inform the Curry County Board of Commissioners of the vacancy. The Board of Commissioners will advertise the availability of the position for the unexpired term and appoint a qualified candidate. No officer of the Council shall be expelled without an opportunity to be heard and notice of such motion of expulsion shall be given to the member in writing ten (10) days prior to the meeting at which the motion shall be presented, setting forth the reasons of the Council for such expulsion.

ARTICLE VI. AMENDMENTS

Section 1. Guidelines

The Council may amend these Guidelines by majority vote at any regular or special meeting. Written notice setting forth the proposed amendment or summary of the changes to be affected thereby shall be given to each Chair within the time and the manner provided for the giving of notice of meetings of directors.

ADOPTION OF GUIDELINES

We, the undersigned, are all of the members of the Suicide Awareness and Prevention Council, and we consent to, and hereby do, adopt the foregoing Guidelines consisting of the three preceding pages, as the Guidelines of this organization.
